The most direct justification is physiological. Human beings are not designed for uninterrupted output: sustained overwork depletes cognitive resources, erodes immune function and raises the risk of serious cardiovascular conditions. When individuals are left entirely free to choose how much leave they take, workplace culture and financial anxiety frequently conspire to prevent them from taking any. In cultures where long hours are celebrated as commitment, as in parts of East Asia and in many professional services sectors, employees feel implicitly penalised for resting. A legal minimum removes this social pressure and ensures that recuperation is structurally guaranteed rather than dependent on individual willpower or managerial goodwill.

Critics sometimes argue that mandatory leave restricts commercial freedom and penalises sectors where continuity is essential. This concern overstates the rigidity of most such policies. In practice, minimum leave legislation sets a floor, not a ceiling, and allows employers considerable flexibility in scheduling.
